senior staff members have provided engineer
of record services for Seminole County’s
Osceola Road Landfill since 1985. In this
capacity, we have assisted the County
in the development of over 50 years of
disposal capacity, as well as a number
of ancillary operations that allow the
facility to effectively meet the needs
of the County’s residents.
Noteworthy services provided during this
period have included encasement of a previously
unlined landfill within a 232 acre slurry
wall, performance of a borrow material
assessment, development of an erosion
control plan that provided for a vertical
expansion of the facility, emergency stormwater
management services to deal with a summer
when rainfall exceeded 100 inches, performance
of a contamination assessment that showed
the site to be release free, assistance
in the review of privatization proposals,
in which the County staff prevailed in
a managed competition approach, implementation
of an active landfill gas management system
in conformance with clean air act requirements,
development and renewal of the site’s
solid waste operations and Title V permit
applications, initial development and
subsequent expansion of a twenty acre
yard waste processing area, development
of a comprehensive site operations manual,
and compilation of a 40+ year phasing
plan that allows for maximum use of available
disposal capacity while taking advantage
of settlement that has and will occur
during the remainder of the operating
period.
