Mr.
Mackey provides extensive experience in solid
waste, hazardous waste, and leachate management
issues. His past and ongoing participation in
local, state, and federal research projects
and technical societies has allowed Mr. Mackey
to continuously integrate the latest technology
into waste containment design, site assessment,
and technology review projects. Through his
varied background and active role in technical
societies, Mr. Mackey has been recognized by
his peers as a leader and internationally known
expert in the field of waste containment design
and geosynthetic materials.
He has more than twenty years
of professional experience including biological
and chemical degradation of waste materials,
landfill bottom liner design and construction,
landfill closures, groundwater monitoring, various
waste management structures, and permitting
of waste management facilities. His assistance
has been sought for specific projects, task
groups, and committees because of his varied
experience and in-depth technical understanding
of landfill liner and leachate collection systems.
Projects he has managed include the development
of National Solid Waste Regulations and Standards
for the Kingdom of Thailand, preliminary assessment
and remediation designs of solid waste disposal
sites in Thailand, and a forensic assessment
of liner and leachate collection system for
the Delaware Solid Waste Authority's Central
Disposal Facility.
Mr. Mackey holds a B.S. in
Civil Engineering from the University of Evansville
and a M.S. in Environmental Engineering from
the University of Cincinnati. He is very active
in many professional and technical organizations
including: Florida Engineering Society; ASTM
D-35 Committee on Geotextiles, Geomembranes,
and Related Products; International Standards
Organization, TC221 on Geosynthetics; Geotechnical
Fabrics Report, International Technical Advisory
Committee; Solid Waste Association of North
America; American Society of Civil Engineers;
and National Society of Professional Engineers.
He has taken a leadership role in many of these
organizations, which has culminated in his receiving
the American Society of Testing and Materials,
“Award of Merit” (2003), ASTM’s
highest award given to an individual for exceptional
leadership and service to ASTM D35 Committee
on Geosynthetics.
Mr. Mackey has promoted education
and advancement of waste containment technology
by authoring 29 published papers in addition
to providing numerous presentations to interested
organizations. He has been a symposium chairman,
session leader, and technical advisor for numerous
conferences. He is currently Co-Lecturer for
the American Society of Civil Engineers’
2-Day Continuing Education Course, “Design
of Waste Containment Liner and Final Closure
Systems.”
Mr. Mackey is active in the
community, volunteering for various organizations,
including: University of Central Florida, Curriculum
Advisory Board Member for Civil and Environmental
Engineering Departments; Remediation Advisory
Board Member, Orlando Naval Training Facility;
Current and Past Volunteer – Disney Marathon,
Public Radio/TV Fund Drives, Orlando Science
Center; Catechism instructor at St. James Cathedral;
and Seminole/Citrus Sailfest (once the largest
inland sailboat regatta).
