Mr.
Levin has been active in the field of solid
waste management since 1974. He has been involved
in a diverse range of projects including sanitary
landfill siting and design, transfer station
implementation/upgrading, waste recycling facility
permitting and design, air emissions management,
control of noise emissions, and municipal and
industrial waste treatment. He founded S2L,
Incorporated (S2Li) in March, 1997, to best
focus on the needs of solid waste clients worldwide.
Mr. Levin frequently applies
his thirty years of experience/expertise in
solid waste engineering to focus on the development
and understanding of federal, state, and local
solid waste legislation and regulations. This
legislative and regulatory involvement is most
evident within the Solid Waste Association of
North America (SWANA), where he serves as the
Legislative Liaison for the Florida Sunshine
Chapter, and has assisted the organization in
promoting its legislative agenda within Congress.
He has assisted the State of Florida in the
development of its solid waste regulations since
the mid-1980s and directed development of solid
waste standards of practice for the Kingdom
of Thailand.
His extensive project experience
includes virtually all disciplines within solid
waste, earned within a geographic area that
extends internationally, although most were
successfully completed within the eastern seaboard
of the U.S. He has served as project engineer,
project manager, project director, and/or quality
control reviewer for more than 25 landfill development
or expansion projects, 20 landfill closure projects,
12 transfer station/materials recovery facility
projects, and in excess of 25 solid waste management/planning
efforts.
Mr. Levin enjoys sharing his
expertise with university faculty and staff,
serving as guest lecturer or adjunct instructor.
This activity, in conjunction with active participation
within university-sponsored technical assistance
committees, enhances his ability to keep abreast
of the research at the forefront of technical
advances within the industry.
Mr. Levin holds a Bachelor
and a Master of Science degree in Environmental
Engineering from Drexel University. He is a
registered professional engineer in the states
of Florida, New Jersey, North Carolina, Pennsylvania,
Alabama, Virginia, Delaware, and Maryland. He
is an active member of the Solid Waste Association
of North America, the National Solid Waste Management
Association, and the Florida Engineering Society.
